The development of adaptation plans by local and regional authorities has accelerated following the establishment of the European Climate Law (2021) and the EU Strategy on Adaptation to Climate Change. At the same time, these authorities are also expected to develop regional innovation plans (following the so-called Smart Specialization Strategy) to access financial support from the Cohesion Fund (for less developed regions) and the European Regional Development Fund. To implement the plans successfully and to avoid missed opportunities and negative consequences for those who are most vulnerable to changes, a systemic understanding of trade-offs and counteractions between these various policy objectives is needed.

As an employee at the Netherlands Environmental Assessment Agency in The Hague, you will work on the development of an regional impact assessment model for translating local adaptation actions into macro-economic changes using a regional Computable General Equilibrium (CGE) framework. The developed modelling framework will cover all EU27 NUTS2 regions. The main objective is to capture the cascading effects of these actions on neighbouring regions' economies and biodiversity, while accounting for sectoral changes. By incorporating factors such as maladaptation, climate justice, equity, and the effects of climate action on ecosystems, the model will offer region-specific insights that consider both socioeconomic contexts and biogeographic constraints.

How the work will be organised?
The work will be done as a part of a large Horizon Europe project JustREACH ( https://justreach.eu/). You will work on the project together with colleagues from project coordinator TU Delft and other European research organisations and cities participating in the project.

What are your main duties?
  • You independently research the impacts of regional climate adaptation plans and develop an regional impact assessment model together with colleagues from PBL.
  • You are the lead author of several international scientific articles.
  • You contribute as co-author to a few PBL projects.

Dit vragen wij

  • You have completed a university degree in a relevant field (e.g. economics, econometrics or environmental sciences).
  • It is preferable if you have a completed or near to completion PhD in economics or environmental sciences
  • You have a good knowledge of both micro and macro-economic theory and strong affiliation with quantitative research methods. It is a pre if you know R, Python or GAMS.
  • You are fluent in English both written and spoken and have a willingness to learn Dutch. It is a pre if you already have some knowledge of Dutch.
  • You are familiar with the discussions around climate change and climate adaptation and have a strong intrinsic motivation for scientific research.
You recognize yourself in the following characteristics or would like to develop them
  • It appeals to you to work at the intersection of science and policy.
  • You have experience with working with large datasets and/or simulation models.
  • You know how to convey messages concisely and clearly, both verbally and in writing in English.
  • You can work independently but also enjoy working together.
  • You are curious about insights from other disciplines and how you can connect and enrich your own knowledge with them.

In the Urbanisation and Mobility sector, analyses, explorations and policy evaluations are central in the field of living, working, mobility and urbanisation. This involves sustainable urbanisation, (international) accessibility, (making the housing challenge more sustainable), robust economic networks, sustainable transport and mobility. Research in this sector is particularly focused on regional analyses. Demographic, spatial, economic and transport models are deployed, developed, used and managed. The sector has an informal working environment with many contacts, within and outside PBL and also internationally.

Bijzonderheden

  • Please note that you can respond up to, but not including, the closing date.
  • The working language in our organisation is Dutch. There are, however, a lot of non-Dutch-speaking colleagues and part of our work is also aimed at international collaboration. To encourage internal communication, we expect that everyone makes the effort to learn both Dutch as well as English. Of course, you will be assisted in this matter with suitable training. Moreover, some aspects will be offered in both languages and there is live interpretation at important events.
  • The first round of interviews is planned for 21 May. Please let us know if these dates are not possible due to your vacation plans.
  • References or online screening (e.g. academic publications or LinkedIn profile) can be part of the selection process.
  • This vacancy is not a structural placement, because the project you will be working on is temporarily funded. Therefore, a permanent contract is not possible. Do you already have a (permanent) contract with the national government? Then you can discuss with your current manager whether it is possible to be detached for the duration of the project. Well before the end of your contract with PBL you will, together with your manager, make agreements that will support you with finding a fitting next step, at PBL or somewhere else.
  • Scaling within the offered scale is done on the basis of knowledge and experience.
  • If it fits with your work activities, you can partially work from home. You do, however, live and work in the Netherlands and are half of your worktime at the office, at the least.

We find a good landing in the organisation to be very important. In your onboarding period, you will be guided by a direct colleague. This colleague is your first point of contact in the period in which you are still getting acquainted with the organisation.
